Have been getting calls from this number for weeks. Today got four already. In each case they leave no VM. If answered we get a click like the call is being rerouted, then get dead air followed by a hang up. Calling back gets the following message, "Thank you for calling. Goodbye." then the phone hangs up.

It's city of Montreal trying to see if dogs/cats have updated licences for 2017 - if you say no they will advise you that you were made aware, and you must do so immediately. Called about 10 times in one day before answering, you cannot call the number back. They seem very unorganized.
